Penelope colony was supposed to humanities hope of reclaiming the world that once was violently taken away from them, but the residents of Safehouse 104 haven't heard anything from the militia which was going to occupy the outpost in almost ten years. One of those militiamen was father of a little girl named Karmin, who is now old enough and smart enough to join the militia and seek out the lost outpost herself, and hopefully reunite with the father who she's missed for too long.
