In just three months, there have been 156 missing persons report. Each one female. Each one blonde. Each one 16-22 years of age. Detective Chanson has been on the case ever since. She doesn't believe it's the man they have in custody. She believes that it is Steven Johnson. Steven Johnson is probably the most average person on the face of the earth. There is no way he could've done it, which becomes a constant quote in the department. Her colleagues don't believe her. So, she sets out to find the truth.
