It has been 100 years since the Rebellion, when the Hunger Games finally ended, but over all this time, the Capitol has been rising back to power. Armed with a brand new president, they want revenge. Another Hunger Games is held, technically it should be a Quarter Quell, but the box has been burnt, and Clover is determined not to let THAT happen.
