After the sudden disappearance of the King and Queen Acedia a mysterious Queen Claire takes control of Acedia. Her intentions while nominally patriotic, arouse the suspicions of Natalia, Ambrose and Merachelle, who intend to investigate the strange quotas and regulations imposed by the new monarch.
