Overpopulation is dominating Rose Capella's community. The Governments new tactic to give everyone under eighteen a small tattoo is believed to solve their overpopulation problem. The Government tells the small community that the tattoo signifies childhood. But Rose believes there is more behind what is said. Rose attempts a plan to sneak into the Government and reveal the actual meaning of the tattoo, but when 18 year old Benjamin Tarelley has the same plan, they decide in a strange meeting, to work to together, but when they are clues away from cracking the code and revealing the Government, Benjamin is offered a deal... will he save his own skin and leave Rose and her community to suffer the consequences or stay and follow out with their original plan?
