Mica lives in the Republic. A place where the citizens live under the complete control of the Supervisors and Officials.
Due to the overpopulation, the Supervisors made a rule where each family group can only have one child. Those who break that rule, will be punished severely.
So, when Mica discovers her mother is pregnant with another child, she must decide whether to confess her mother's pregnancy to the Officials or to help her keep it a secret. And secrets are forbidden in the republic.
