Two years after the events of Shadow of the Bat, Batman is faced with more problems than a trained vigilante can handle. His partner in crime-fighting, Jason Todd aka Robin, has been murdered at the hands of The Joker. Meanwhile back in Gotham, a Question Mark Killer is maiming police officers and leaving clues for Nightwing. A secret organization is talked about on the streets, killing people and running Gotham. As everything comes to a head, Batman and Nightwing must cross paths and use teamwork to save Gotham . . . again.
