In Amensia, Adults work at orphanages. The orphans are not aloud outside of the gates until a certain age. Once you reach that age, you have two years to find your camaraderie "You're missing half of the opposite gender" as  Queen Skylar always says. Once you find you're missing half, and maybe even had children, you will work in the orphanage. And the cycle continues...but not for the remnants. The remnants are the kids who never fit in, who stood out, who always broke the rules. And when you break the rules, it equals automatic execution. 
So most remnants just leave, and that's what Hale did. With all of the challenges and life changing events, Hale is able to do what she had hoped for, and find her true self and her "missing half".All Rights Reserved
