Charlie has never been able to die. At age six, she got hit by a car and walked away unharmed. At age ten, she was shot during a bank robbery, and woke up in a hospital with no memory of the incident.
She basically throws her life away, at the age of 97 (while she only looks twenty) while trying to steal a picture frame... From the Avengers Tower.
Fury, after finding out who she is, recruits her for one reason - find, and bring in the Winter Soldier. They all believe she can be the only one to do it. Why? Because she can't be killed.
