Welcome to Metropolia, where everybody is born with a gift, a power.

While everyone has one, powers may differ wildly in terms of usability and potential. While some people are able to shoot nuclear lasers, others can only squirt a little  water from their fingers.

People who have the ultimate mastery over their powers, or are born with combat-oriented ones, are encouraged to become heroes, so they get respect and help protect the city.
Some people, though, acquire such mastery simply to use it for themselves, disregarding the rest of the society. Those become villains.

In a world where you are only as good as what you can do with your ability, mastering it is the key to success, regardless of what it does.
