Infection, it could get to anyone. Where it lurks, nobody knows. The only people who know are the ones who wield it, and no one knows who the 'Ones' are. 
Death the Kid doesn't seem to find that problem, well, a problem. Why? It's only because he's a Shinigami; that's only thing that makes it even more dangerous. The poison that is kept with the wielders is designed to find any Shinigamis that are close by; Death City is perfect for them.
Their desire? No one knows, but most likely to get Shinigamis out of their way, and the only way to get it is infection.
