Gotham Reborn

With Batman's secret identity revealed, and Joker dead, there's plenty of power to be taken on both sides: gangs and law enforcers. Harley has made an alliance with the Riddler, and Two-Face with the Penguin.
Robin and Nightwing, both in different areas, are rather overwhelmed with everybody trying to fill the power void. Azrael hasn't helped much either, as he's preoccupied trying to take vengeance upon the Order of St. Dumas.
To resolve this problem, a former member of the Penguin's gang, in an attempt to redeem himself, goes under the cognito of Ace: the mysterious white suited vigilante with a bone to pick with every gang boss over a certain size. Utilizing his strategy skills by leading his own vigilante gang and his stealth skills through infiltrations, he'll stop at nothing to end the Penguin's life.
