Everyone on the Ark knows the consequences of having a second child.  They all know how illegal a baby could be.  Not even people in positions as high up as Abby and Jake Griffin were allowed to let the 'accident' slide.  
Tate Griffin was never supposed to happen but a her parent's small mishap created her and there she was, a second child.  Because of cooperation her parents did not have to pay with their lives but instead with the life of their child.  The only memories Tate had were of grey cell walls and her families faces as they came to visit.  Her whole life lead up to one thing- her 18th birthday- but before she could get floated she was sent on a drop ship, hurtling down to Earth.
