When the world falls into despair a organization rises to promise the people protection and a end to the panic. During the rise a small group spreads a dangerous vaccine to many towns, killing more than half of the patients and turning the survivors into a kind of zombie. To protect the healthy and the infected the organization creates correction towns to help the zombies fit the standard of a better citizen.

Rumors have been flying ever since a group of scientist in the Feet City who were capable on the unsuccessful attempt of the nuclear experimentation.
