Raccoon City, the place were all of this chaos started. Intel has informed the BSAA about the where about's of Oswell E. Spencer, the founder of Umbrella Pharmaceuticals. The BSAA seek the help of Noel Smith, a agent of DSO, Division of Security Operations, to help them track and apprehend Mr. Spencer. She isn't sent alone. Along with Echo team, Noel Smith is also given a new partner, Gregory Jackson, a 27 year old Youtuber who mysteriously is forced upon this mission despite his conscientious objector status.
