Penguin is up to his tricks again, but this time Batman is not here to stop him since he is doing his time with the Justice League and Commissioner Gorgon is on vacation with his daughter. The GCPD decides to call batman's partners. Luckily Nightwing and Red Hood were the only ones available. On their way to stop Penguin they encounter Harley Quinn along the way.
