Modern Day Japan:
Three years ago, the government published the existence of mythical creatures and passed a legal bill, the "Interspecies Cultural Exchange Act". Since then, the "liminals" have become a part of human society, living with ordinary families like foreign exchange students and au-pair visitors, but with other duties and restrictions (the main one being that liminals are forbidden from harming humans and vice versa).

S.H.I.E.L.D has known of the liminals since before the Act. Nick Fury and Ms. Smith have agreed on taking an Active Avenger to Japan to host one of the liminals. The Avenger they're taking is Markus Stark, AKA Iron-Man.
