Kaiser was a successful businessman with an interesting hobby. His business was the wholesale distribution of Class A narcotics and in his spare time he killed people. He enjoyed both work and hobby equally. A judge had decided he was not responsible for his actions, but did that mean he was mad, or just bad? Or could it be both? His victims don't care either way: they're all dead.
