In 2005, there was a massive bombing at a Marine base in Santa Barbara, California that killed over 100 people. Fear and panic rained over the country as everyone waited for answers, and investigators took to the base to see if they could find out what had happened. Oddly enough, it wasn't the work of a serial killer or a marine gone mad, but two children. The average looking brother and sister had teamed up to commit one of the most horrendous crimes of the century.  With the help of Leroy Gibbs's team and the rest of NCIS, the duo was sentenced to life imprisonment without the possibility of parole. 
However, when a particularly dangerous figure presents himself  as a child serial killer and appears to have a connection to the children, Agent Gibbs must make a choice. To try his hardest to prevent another child kidnapping and murder from taking place, or to see what the siblings know about the man in the shadows.

They figure out his name was Josh and that he was kidnapped by those men. He got away only after they r@ped him. Upon meeting this broken and traumatized child, Ash feels moved to help Josh and other kids like him. He decides to start a rehabilitation program/home to help kids/teens who were s3xually @bused//@ssaulted and/or raised in @busive homes.
