Loki was sent to Earth as punishment for his crimes, and the Allfather decreed that he would return when he felt regret for his actions. Loki regrets his actions, but he doesn't want to leave Earth. Or, more specifically, he doesn't want to leave Savannah. He loves her, she loves him, and neither knew.
