The year is 2030. Overpopulation has brought famine, disease and conflict unto the human race. The United Governments of Preservation for Humanity, or U.G.P.H., was formed about a decade before, in an attempt to prevent a mass outbreak of an unknown airborne parasite, in which they successfully eradicated. They also, however, had succeeded at predicting the massive problem of overpopulation. They couldn't stop it. They decided to make the population take care of it themselves.
