Hydra have found a spy among their ranks and are holding her hostage. If they don't get a certain amount of the weapons SHIELD made with the Tesseract in 48 hours - two days - they're going to kill her.
And SHIELD decides no. With those weapons, even just a portion, Hydra could kill millions of people - one life just isn't worth it.
Unfortunately, neither SHIELD or Hydra have considered one key factor. Loki Laufeyson, Steve Rogers and Tony Stark are in love with said spy.
