The government tried to fight against him but were completely overwhelmed by his sheer power and speed.

Some people weren't able to handle it's affects, others have been changed. Everyone who survived was given a supernatural ability. Hallie Osborn was affected by the explosion, and was one of the few people her age who survived, and is taken into a hospital of sorts for people like her.
