He watches them at first and lets them live. The boy seems much more interested in all the weird things in the forest than the girl but other than that they looked harmless. Till a few days later Bill finds he's missing his journal, where he logs all his creatures and their actions. Panicked and pissed he reaches his whole forest and the whole town. Making the people fear him and the forest. But he had no luck finding his journal. Years later the Pines twins come back to Gravity Falls, and Dipper brings his favorite book, a beaten old journal filled with fictional creatures and nonclinical notes. {{{THIS IS A SLOW BURN BOOK. You gained a soft spot for 011 and at times defended her from the other kids. You always paid attention to your surroundings, you knew each footstep of each kid and adult in the lab, except for one person, 001, his footsteps were soundless almost like he's a ghost, so whenever he appeared next to you it was always a surprise. This caused a temptation to know him better and one day you let curiosity kill the cat and spoke to 001 resulting in surprising him for the first time.
