She has tremendous power, enough to shake the world. Think about it, if she were to be at war, she could instantly freeze the weather, letting the people slowly die. Letting all crops die, letting the people die, and their flesh never decaying for centuries, blue and signs of frostbite would be there. She could instantly make soldiers made of ice, no need for people to sacrifice their lives, all because of the power she wields. Pitch needs a power like that, and he plans to take Elsa as his.
Elsa has not only caught the eye of Pitch, she has also captured Jack.
