Over-population has become quite a problem these days. Killing people off would be barbaric. The one-child policy is out of the question. How about one night. Not three. Not two but, one. Yes, that sounds good doesn't it? The one night where the police and government turn their heads the other way. Morals are swept aside. And crime is legal. 
One night is all that is needed. 
And two means of survival.
