Gazette Abalone is back, and this time with she's accompanied by the President of Gallia. These two Gamemakers have thought of it all - why not engage the other countries of the world in the Games? The tradition must live on for "equal treatment" of all. 
But what about Panem? Oh, Panem has taken a break this year.

And as she travels around the Capitol to participate in the events before the Games, Sandi finds herself in the midst of many odd characters—an over-enthusiastic mentor, a grumpy stylist, a murderous accompanying tribute, three kind friends, a cute boy, and a hostile group of killers—who are not who they seem to be. Meanwhile, Sandi faces problems of her own during and before the Games, and soon she is not sure who she really is. Life for victors is still hard. Nobody wins the game; there are only survivors. Johanna knows that well since her win in the 68th game and her family suffering the consequence of her not bending the knee to the Capitol. She grew cold, distant, and snappy more than before, an angry woman, sending off two tributes to die each year, having stopped caring about anything since there was no one left to hurt to get to her. That was until the 71st group of tributes showed up, a boy and a girl born into the wrong district, to the wrong fate. And finally, there was a chance for District 7 to gain another winner in its small ranks. Finally, there was a chance for Johanna to open up to the world of feelings again.
