Their suffering is seen by the one who shares it all with them. 
Her children are hurting. Being hunted. Her heart breaks with every cry she hears from her place watching over them. She cannot help them directly. It is forbidden to directly interfere with lives and their fates on earth. 

A mother's love for her children is infinite and unmatchable.

There is a loophole in every rule.
She can send help indirectly.
And that is exactly what she will do for them.

Send Guardians to protect and comfort her children.

But they must be born on earth naturally and cannot have any prior knowledge about who they truly are. The only thing she can insure are their names.
