After the events of what is now known as "The Culling", our hero, Joshua Blake, is one of the survivors left to live within one of the Watcher's many cities, converted into mass work camps used to drain the Earth of what resources it has, all for the glory of the Watcher's ultimate goal. The Watchers now use former law enforcement officers to police what is left of the population, bending them to their will and forcing the civilians into a life of poverty, depression and starvation.
