After the great overpopulation of 2536, it became apparent that the remaining countries, those who did not lose to the anarchy of the people, that two ideas need to take priority: Responsibility for one's own actions, and control of the population. Now, in the largest remaining inhabited landmass, Pandora Maxon lives in a complex of those who were punished for their decisions in the streets. However, she regards this as an opportunity to show that pushing off problems will only make them grow. Going on raids and causing havoc in an otherwise well-off society. But when she gets caught trying to get supplies that's desperately needed, she only has two choices: betray those she has become attached to and aid the government in their fight against the street rats, or be imprisoned and executed for her deed: keeping someone alive who shouldn't be.
