One who was already born and the other one who was still in his mother's stomach. The power of the nine tails couldn't be handled into one baby, so the Hokage split the tail beast's spirit into two. But sadly, that didn't go into fruition. They ended up hating the twins, cursing them for being born and saw them as monsters. Especially, the one who holds the yin spirit of the nine tails, the part the derives on darkness & hatred.
