In the distant future, there is a "perfect" society. And in this society there are two groups, the Creators and the Destroyers. The Creators are the rulers. And anyone who is not like them is deemed "unfit" of this mold of perfection. So Destroyers are watched. And when they slip up in the slightest, they are taken care of.
