Before the incident Jenna would push Toby to do things that were not right for them but Jenna would just say, “ it’s okay Toby we’re only step siblings, we’re not blood.” Toby couldn’t do anything about it because Jenna was blackmailing him and she said that if he told anyone it would be oh-so easy to tell his daddy that he was coming onto her. After he was accused for blinding Jenna he was sent to a reform school for a year, when he got out everyone was terrified because he was ACCUSED for murdering Alison DIlaurentis, and blinding Jenna.
