In the world of what was once known as North America, lies the bright country of Panem. Panem is made up of twelve districts, each meeting the needs of the harsh Capitol and its dictator, President Snow. Revolutions have been breaking out among the districts, and it has to end.
Sisters Sirena and Nova Redpath are determined to remove Snow from his reign of tyranny. They don't have the best life in District 4, the fishing district, yet they are loyal to each other. But when their plans take a wrong turn and leave them fighting to stay alive, will they remain devoted to one another?
