Maysilee Donner is from the Seam in district 12 just like Katniss. The Quarter Quell is coming up and this year, and her chances of being chosen are doubled when the Quarter Quell theme is forty-eight tributes instead of twenty-four.
The story will probably not make much sense if you haven't read the original hunger games series.
