Ghost Lake, a large lake named due to all those who've died there, is home to a countless population of people who have escaped from both the local prison and the mental hospital. Everyone who goes into Ghost Lake, never comes out. The government didn't want to waste law enforcement to go and find everyone who have escape either prison or the mental hospital, they constructed a barrier around the surrounding area of Ghost Lake.
