Earth has the most weak minded humans in the universe, they could never comprehend a sliver of what happens above their heads. Now, somewhere in the Milky Way Galaxy there is one human from earth, living on the space traveling city of Rangard. If he wishes to survive he'll have to forget everything he knows, an follow the three rules. 
Rule 1: Don't trust anyone. 
Rule 2: Fear controls this city.
Rule 3: Don't be a hero.
Then again, humans never follow the rules anyway.

2063. The world is severely divided. 20 years ago, the government had plans of creating a utopia. A perfect society. Where the residents would all live their lives in peace. They wouldn't have to work jobs. They wouldn't have currency. They wouldn't have to deal with challenges. They could live their lives the way everyone wants to. But there was one catch. And that was that the government made it a law that nothing bad could ever happen. No crimes, no arguments, no fights. The citizens would all be kept calm and they would be kind to each other. Obviously, this failed. Crime broke out. Everyone was fighting each other and the society the government promised turned into a disaster. So, the government decided to do something about it. They decided that everyone who rebelled against them or did anything bad would be put into a perfect android body which was devoid of doing anything wrong. But, they would also be drained of their freedom and emotion. They would be slaves to the government. The majority submitted to the government's orders. But some didn't. This is the story of the ones who rebelled.
