After the war Penelope lives underground. She always has. But things are different not only does she and every other human being left live underground but their lives are decided before they are even born. Although their lives alter if they are a boy or girl not much changes, the 'Governers' choose who they marry, how many children they have, what they wear everyday, who their teenage crush is and so much more. Penelope is allowed very little freedom, In fact the only freedom she is allowed are her thoughts. The Governers told everyone this will keep them safe, and everyone believed them until now... the Governers despite having so much power can not control Penelope's actions they aren't that advanced yet. But the people are. The Governers have no idea that people have developed strange 'gifts' or 'powers' to help them survive. But only a tiny amount of people have these powers. This is how they have survived this long. his is how the human race has managed to live on. The people with 'gifts' have named themselves. The Gifts (or The Gifters). Penelope is a Gift.
