In the final chapter of a Batman Trilogy, Gotham has been evacuated and abandoned. The only remaining humans in the city are cops, murderers and The Batman himself. A "vigilante" calling himself The Red Hood has taken over the city of Gotham, planning to murder all those who have done wrong in the city.
