Even though the Doctor regenerated, he still remembers. He remembers Rose Tyler. They meet again and the Doctor remembers her. He's delighted to see her, although he still hurts over her a little. But she doesn't recognize him. Rose Tyler does not recognize the Doctor. This hurts him, but it is as he expected.
