Zoe Montenegro is a gangster and she's known as the queen of the underworld in the Philippines (Philippine gangsters are often called as ordinary gangsters) She didn't know that he is the next boss of the Namjoong Kkangpae which is a mafia group and she also didn't know that her brother Zach Montenegro is the current boss of that mafia group.
