Ever since the 3rd world war, with many loved ones lost, the government of Aviar Nation( the ruins of old America) put in a new system. Ever new born child should be wired with a timer to count down the hour until you meet your soulmate, who the government carefully chose to fit you entirely. This way, if a war ever did break out again, only the ones who can handle loss would have to deal with it.

I look up at Todd's window and grimace when I see him gently pushing Jennifer into his room. So that's where he went.
