When Voldemort returned in 1995, he created a rift, or hole in what separates the dead from the living, and keeps the dead from returning.  

Now, when Harry came back, though he didn't technically die, he still reached that in between place where he spoke to Albus Dumbledore in the flesh. Unknowingly, he finished what the Dark Lord had started. He ripped the hole wide open, allowing those spirits -who were pure of heart- to return once more.
