Many times there are black and white lines, dividing the good and the bad, heroes and villains; such isn't always the case. Heroes getting arrested as villains; villains getting praise.
 
The government is organized to keep the people safe and the secret of superhumanity secured. 

Vigilantes fight for what they view is right, which, whether it is technically right or wrong, they are to be arrested immediately, no questions asked. 

Gangs are the groups against the government in some way or another. They are like teams of vigilantes. Any members found by the government are to be arrested or killed immediately without question. 

It's super vs super, hero vs hero, villain vs villain, gang vs gang, government vs hero--civil war on a super level, all going on without being detected by humans.

(This is actually a lot more like a cross between superheroes and secret agents than I make it sound like here, but I only have so much space to explain. More details inside.)
