That's all people thought it was. They never thought any more of it. Have you ever heard of the legend of the 'Protector of Konoha'? It is a legend depicting a spirit or otherworldy being that lives in Konoha and protects it until its last breath. No one has ever seen the being besides 1 person. Minato Namikaze befriended the being but told no one about her. After Minato dies, Kasumi, the being, did not return to Konoha. She felt that something was wrong but she was trapped in the Hokage's heads until the time when she was needed again. She appears once again when Naruto, son of Minato, disturbs the Hokage's heads. He trudges through the pounding in his head and forces himself to move-- to go and find him, because that masked man was still out there, and Minato is willing to do anything to protect his little ball of sunshine. Needless to say, the blonde kage wasn't expecting so much time to have passed. Nor is he very impressed with the way the village has been treating his son all these years.
