Over 25 years ago, Katniss Everdeen lead a rebellion against the Capitol. The rebellion caused nationwide turmoil and severe damage. It came to an abrupt end when rebels were unable to crack The Nut. In all, one district was wiped off the face of the earth, all others are only remnants of what little they once were. 
Since the second rebellion, the disgraced President Snow has taken drastic steps to control and punish the districts.
