The world in 2102 is basically chaos, most continents have been obliterated - the upper half of North America, all of Asia, Europe, Australia, South America, and Africa. The United States and Mexico remain untouched, but the threat is closing in on them. The threat is RD15, a disease that starts on your insides and rots your body till you die. It was mutated by rats, taken by mosquitos, who then gave it to humans, who started giving it to each other. Not one person has ever survived the disease - well as far as records go.

Phoebe Johnson lives in Northern New Hampshire, dangerously close to Canada where the disease is closing in on the United States. The people around her are frightened, knowing they are all going to die once RD15 reaches the U.S. Except, as always, the United States of America decides to take matters into their own hands and leaves Phoebe in even greater peril than before.
