Every one person out of ten thousand is gifted with superhuman abilities. This includes three superpowers per person, which can be anything from super strength to the ability to breathe underwater, or have any boomerang you throw return to you no matter what the obstacles. If you have the skill, you can even register as a superhero, or go your own way as a villain. Carter Conrad is a famous superhero with a perfect record and the world at his feet, until he's tasked with finding and capturing a bank robber called The Mirage, known only to her friends as Hallie Hawthorne, another superhuman. Time after time Hallie evades Carter, until the two of them are faced with a bigger obstacle: an organization is rising, seeking to take powers from heroes in order to create their own super-powered beings in an army that, if allowed to grow, may become so powerful that not even the world's greatest superheroes can stop them.
