Almost everyone has it. A gene passed down through the ages. All 'Mutts' have The Gene. Few Mutts have an active gene. But those who do, are never heard from again. 
The first outbreak happened in Texas in the summer of 1941. Right in the middle of World War II. Dubbed, Wolf Syndrome, after what it did. People would disappear for a day or two, only to reappear a few days later with no memory of what had happened. The Police began getting reports of people "suddenly sprouting hair and claws", people all around the world were soon becoming werewolves. 
As science progressed with the evidence and samples of The Gene, doctors and scientists were able to identify it.
