The Eye of Death

Derek has a problem he has an eye that kills anyone he looks at. When he was a kid he killed his parents and most of the nurses in the hospital. Then he was taken by a government agency that studies kids with abnormal abilities and figures out how to turn their abilities into weapons. When he's 10 he manages to escape and now 8 years later he's still on the run.
